The party as a whole is agreed that the Government must take the first possible opportunity of opening negotiations with the French. The Moderates believe in letting matters take their course until Premier Poincare is more disposed to treat on reasonable terms, and they do not advocate embarrassing the Government's policy of attrition. The Radicals, however, believe in overthrowing the Cuno Government and installing an administration willing to treat with the French.
