New Constitution
The Constitution recently passed by Parliament was published.
It provides for the abolition of capital punishment, except when a state of martial law has been proclaimed. Real estate can be owned by Rumanian subjects only, and cannot be confiscated as a punishment. Election to the Chamber of Deputies is by " universal, direct and equal franchise." Equality of the sexes was not recognized, but the political rights of women are to be defined. Class distinction and use of titles are prohibited. The press is free in every respect. Freedom of assembly and of education is assured. Free schools are provided; attendance at a State or private school is compulsory for children between the ages of 6 and 14. The Greek Orthodox religion is the State religion. This Church is given preferential rights over other Churches. Full liberty of conscience is expressly confirmed.
The Constitution was passed by Parliament on March 28; the following votes were recorded: ayes, 247; noes, 2; did not vote, 114.
