Each time the critics have carped: "Bolshevism is failing." Last week, it failed again. Comrade Dzerzhinsky "the terrible," President of the Supreme Economic Council,* said state aid must be withdrawn from trade and applied to industry and that trade must be financed "carefully" by private capital.
