In Paris, Mr. Chauncey Hackett, General Counsel of the Association against the Prohibition Amendment, addressed the Sixth International Congress of Anti-Prohibition Organizations in which France, Austria, Belgium Canada, Denmark, Great Britain, Finland, Norwy, Holland, Hungary, Italy, Portugal, Spain, Sweden, Switzerland, were represented. Said he:

"Prohibition does not exist in America or, rather, it does not function. It has changed social customs, but not lessened social drinking.

"The officials themselves do not obey it. Even the present Secretary of the Treasury, charged with the enforcement of prohibition, is obliged, in order to serve wine at his table, to violate the law which he has done either personally or through agents, by buying cellars of Washingtonians who, under the law, are not able to take out of the District of Columbia alcoholic beverages, I know that Mr Mellon has done this, because he bought red wine that I wanted myself a few years ago."
