One Out of Ten
Senator Arthur Capper of Kansas, publisher of that famed prairie tabloid, Capper's Weekly, occasionally awes his readers with statistics. Take, for example, one of his recent pronouncements: "On public payrolls in 1913, there were 1,785,000 names. Now there are 2,800,000 names."
