The Virgin Islands are governed by the Navy Department. Present Governor is Captain Waldo Evans, U. S. N. retired, who distinguished himself while Wartime commander of the U. S. S. New Orleans and St. Louis by transporting and escorting troops and supplies to Europe. He is round-faced, square-shouldered, out spoken. Virgin Islanders like him.
