New Caesar

A new Caesar was created in the Papal State last week, and unto him were rendered for six months the things which are Caesar's. Screamed headlines: DICTATOR NAMED FOR VATICAN CITY. In effect wise old Pius XI delegated all but the things which are God's in the Papal State to its trusty Governor, Marquis Camillo Serafini.

As usual the will and pleasure of the Supreme Pontiff were made known by the Papal paper, Osservatore Romano, with matchless sonority and unction: "The Holy Father has deigned to place his venerated signature to a law whereby the Governor of the State for a period of six months beginning Jan. 1, 1935 is given legislative power with reference to the constitution, the suppression and reorganization of the offices of civil administration."

This meant that the drones and sinecure holders in Vatican City are in for a thoroughgoing shakeup. Under the broad, benign mandate handed him by Pope Pius, Caesar-For-Six-Months Serafini will first proceed to create an Attorney General's office and a Bureau of Accounts--with all that the abrupt creation of those offices implies.

The Governor will also reorganize his own administrative offices in four sections: 1) Secretariat; 2) Monuments, Museums and Galleries; 3) Economic Services; 4) Technical Services. High in the Technical Service will be installed the Pope's energetic nephew. Count Franco Ratti.
