Work Done
The Senate
P: Passed the Jones Sugar Bill to restrict imports of refined sugar from Puerto Rico and Hawaii (TIME, Aug 16), in the face of known Presidential displeasure and sent it to conference.
P: Passed and sent to the House the Reynolds Bill guaranteeing combat veterans of any future wars, disability and death benefits equal to those of veterans of the World War. (No provision was made however for future veterans' bonuses.)
P: Passed, 37 to 26, a bill permitting helium to be sold abroad in "nonmilitary" quantities, thus making the non-inflammable gas ( a virtual U. S. monopoly) available to foreign dirigibles like the late ill-fated Hindenburg.
The House
P: Passed, 283 to 75, a second Reorganization Bill--the first passed by the House granted the President six assistants (TIME, Aug. 2)--to create a new Cabinet post, Secretary of Welfare. Sent to the Senate, this bill was not expected to see the light again till Congress meets next January.
P: Passed, 173-to-0, the "Plug the Tax-Loophole" Bill, which would place a 65% to 75% levy on personal holding companies, including yachts and racing stables and foreign holding companies; require officers and directors of foreign holding companies to file returns every month; apply regular surtax levies instead of a flat 10% to nonresident aliens' income from this country, on incomes exceeding $21,600. Additional revenue expected: 50 to 100 millions.
