For 52 years Herman Merten led an unexciting life. A naturalized U. S. citizen of German birth, he had dabbled in journalism in Portland, Ore., picked up an American wife from Seattle, finally wandered back to Germany. There he plodded along for three years as a translator in the

U. S. Embassy. Suddenly he resigned, became a man with a message. Steaming back across the Atlantic aboard the refugee ship Excalibur, he prepared a four-page, handwritten document for his adopted country. Last week he presented it to newsmen in Manhattan. It was an enlightening commentary on the beliefs and translating ability of an aide in the U. S. Embassy.
