Requisitioning to OPM
Instead of appointing a new agency to handle his new power of requisitioning private property for defense (TIME, Oct. 27), President Roosevelt last week delegated the power to OPM. Six other defense agencies--Treasury, War, Navy, Agriculture, Maritime Commission and Economic Defense Board--can now initiate requisitioning. But OPM must approve all their moves. In cases of dispute over scarce materials OPM will play umpire, decide which agency needs them most.
