Last week the Senate's Post Office Committee 1) resolved unanimously to ban reduction of mail service, and 2) reported out a bill by which the reduction order could be forbidden by law. Since the Senate Appropriations Committee was also on the verge of adding $28 million to the postal budget, it seemed certain that all concerned could claim a political victory and that the postman would still ring twice.
