Last week California's Governor Pat Brown tackled his growth problem by submitting a 1960-61 budget of $2.477 billion that is not only bigger (by $442 million) than New York's, but an impressive earnest of the power of rich states to support education. If the state legislature approves, California will spend more next year for its schools, colleges and universities than any other state--$1.045 billion, or 42% of its entire budget.
