Depending on whether a hefty foundation grant is forthcoming this fall, it will start prodding lawyers into the juvenile courts of Cleveland, Newark, New Orleans and North Carolina. The goal has been approved in advance by most big-city juvenile judges. In a recent survey 91.4% of them agreed that a juvenile's best "protection" is a good lawyer.
