SCRIBBLE, SCRIBBLE, SCRIBBLE, EH, MR. MEESE? It was touted as a "behind-the- scenes account of what's really been going on in the executive branch for the past eight years," and its announced print run of 150,000 copies was that of a sure best seller. But Henry Holt & Co. has quietly decided to cancel Witness to History by Edwin Meese, Ronald Reagan's Attorney General. An editor at Holt says Meese has failed to produce: "The fact is, we didn't get anything. Time had run out. We decided to stop pretending." The $250,000 advance will not be paid.
