In a move that did nothing to improve its image, New York City sent off 2,200 tons of garbage to the heartland last month in search of a welcoming landfill. Alas, the detritus, occupying 30 railcars, was rejected in three states. After a 3,000-mile trip, the bug-infested cargo wound up back home, destined for the Staten Island landfill.
