U.S. INTELLIGENCE IS MAKING A CRASH EFFORT TO discover the roots of an alleged plot to assassinate former President Bush during his triumphant visit to Kuwait last month. Kuwaiti officials have arrested 16 people, including 11 Iraqi nationals, and have seized high-tech equipment and hundreds of pounds of explosives. According to the Washington Post, Kuwaiti officials say three attempts were planned, first a remote-controlled car bomb set to detonate as Bush arrived at Kuwait City, a second car bomb near a theater where Bush received an honorary doctorate, and last, a suicide attack by a man wrapped in explosives. Clinton Administration officials are debating how to retaliate if firm evidence traces the plot to Baghdad. One option: air strikes.
