Known for its hurricanes, theme parks, crime and sandy beaches, immigrants and senior citizens, Florida was also the first state to allow concealed weapons--they are all part of the Sunshine State, now the fourth most heavily populated state in the union, and one of the most diverse and dynamic as well.

Beck suffered third-degree burns after a fiery 1985 crash landing during Marine pilot training, spent 1 1/2 years in physical therapy and then went to law school. Sutton, a conservative who's proud of his quarter-million-dollar campaign war chest, has strategized hard to win this open seat, even hiring Democrat David Taunton's campaign coordinator as a way to appeal to conservative Democratic voters. He favors lower taxes for families, a balanced-budget amendment and more reform of education, welfare and Medicare. A founder of B.A.D.D.--Bankers Against Drug Dealers--he has made drugs and crime major issues, accusing President Clinton of having a "just inhale" policy.

Brown was elected after the Third District was redrawn in 1992. She proved to be an effective advocate for the military bases there, but last spring found herself back on the redistricting block when a federal panel declared the horseshoe-shaped district, which stretched more than 250 miles through 14 counties, to have been racially gerrymandered. Brown is now worried about her seat, since the number of black voters in the redrawn Third dropped from over half the population to just over 40%.

Planning a wedding and an election victory at the same time, Fields is confident that the House will be his first home as a newlywed. A native north Floridian, he believes Corrine Brown's narrow 1994 victory won't sustain her in the newly drawn Third--the district is 11.5% less black and as much as 20% more Republican than in 1994. Fields supports the line-item veto, reforms to cut taxes and make the tax code simpler and more equitable, and a balanced budget.

Unseating a two-term Democratic incumbent in a mostly Democratic district is a formidable task, but Gentry doesn't think it's a mission impossible. Box 517, Fort Myers 33902. Tel.: 941-337-3445
Goss has run unopposed in two elections and handily won the other two. Along with the usual conservative Republican agenda, he secured construction this year of a veterans' hospital in Fort Myers for the more than 150,000 veterans in his district. And for his well-heeled coastal constituency, and perhaps the district's tourism economy, he fights against off-shore drilling.

In what the local press calls a David-and-Goliath matchup, Nolan is definitely not Goliath. He has chosen to run his first political race against an incumbent he admits is "a popular guy" so that he can fight for entitlements and family values. Nolan believes it's important to balance the federal budget, but not at the expense of Medicare, school lunches, food stamps and public education. Although a former environmental-education teacher, he can't count on environmental advocacy as a pebble in his slingshot, because the popular guy is an advocate too.

In an Army-Navy matchup in space territory, this former submarine commander hopes to surgically remove his first-term incumbent opponent. Byron stresses educational issues, especially supporting federal student-aid programs. A private-school graduate himself, Byron opposes efforts to spend public funds to send students to private schools.

As a former army physician and as a Representative of the district in which the Kennedy Space Center is located, Weldon was a natural for the House Science Committee, where he is vice chairman of the Space and Aeronautics Subcommittee. Meek, a daughter of sharecroppers and a granddaughter of slaves, ignited a small fire storm when she used a one-minute speech to question the propriety of a Newt Gingrich book deal. Republicans had her remarks struck from the Congressional Record, but that hasn't quelled her ardor for the underdog, whom she continues to champion by promoting federal jobs programs.

Rolle, an African American who has lived in the 17th District nearly all his life, says he is concerned that too many retail and service-sector jobs have been taken from longtime black residents of the district by recent immigrants. He thinks the disparity can be alleviated if these old-line residents could get small-business loans. Rolle has a long history of civic involvement, but given the district's overwhelming Democratic slant, he will have his work cut out for himself in November.

Is the third time the charm? A vanquished G.O.P. nominee in 1992 and 1994, Kennedy is banking on it. Wexler is traditionally liberal in many ways: he favors the assault-weapons ban and opposes school prayer and the balanced-budget amendment. However, in his past three years as a state Senator he proposed that chastity and sobriety be taught in public schools and that rapists have their sex drives chemically lowered on the second offense and to allow judges to impose a death sentence on the third--though he has altered his position and now calls for tough sentences instead.

Deutsch moved from Yale law school to Florida in June 1982 and was elected to the state House that fall. He hasn't looked back. Now a two-term Congressman, Deutsch is pro-Israel and pro-environment. Jacobs is a Medicare and Social Security booster, hot-button issues for the district's retirees. But he's Republican in a strongly Democratic district. Pledges to make Washington more efficient by downsizing and eliminating unneeded agencies may help. But Jacobs, an avid golfer, may need a hole-in-one to take this race from popular incumbent Peter Deutsch.

In February Cuba shot down two U.S. civilian planes flown by anti-Castro pilots who lived in Diaz-Balart's district. During his eight terms in the House, Shaw has enjoyed solid support from this "gold coast" district.
