Brown was elected after the Third District was redrawn in 1992. She proved to be an effective advocate for the military bases there, but last spring found herself back on the redistricting block when a federal panel declared the horseshoe-shaped district, which stretched more than 250 miles through 14 counties, to have been racially gerrymandered. Brown is now worried about her seat, since the number of black voters in the redrawn Third dropped from over half the population to just over 40%.

Green, 39, has also emphasized his youth, in comparison with 66-year-old incumbent Bill Young, in an attempt to woo the district's new population of young professionals. He sees himself as an F.D.R. Democrat, unapologetic in his support of government programs.

But with the endorsement of former G.O.P. presidential hopeful Steve Forbes, Sharpe has created an "eight-point tax-simplification plan" that may win supporters from all sides.

Brown, an orthodox Catholic but unorthodox Republican, says he wants to balance the federal budget through large funding cuts in the EPA, the CIA and the Departments of Energy and Commerce, and smaller ones in welfare, Medicaid and Medicare. He also wants the U.S. to withdraw from the United Nations and to "farm out prisoners to third-world countries."

In 1989 the Senate impeached Hastings, then a district court judge, for, among other things, taking a $150,000 bribe--even though a 1983 criminal trial on the same charge had brought an acquittal. Many in the 23rd felt Hastings was treated unfairly, and he has had no problem winning two House terms. In Congress Hastings has a strongly liberal record; he recently won a $210 million allotment to help restore the Everglades.
