Tennessee was one of the plum prizes of the Republican revolution--in 1994 the Volunteer State, with a Democratic tradition dating back to Reconstruction, elected two Republican Senators and shifted its House delegation from 6-to-3 Democratic to 5-to-4 Republican. Two retirees, Jamie Quillen (R) and Harold Ford (D) will probably not affect the balance this year. But Democrats are hoping tradition will reassert itself--especially in the Vice President's state--and allow them to take the state of the Grand Ole Opry away from the Grand Old Party.

In the two years since being elected to fill Al Gore's vacant Senate seat, Thompson's star has risen quickly. He sees himself as a "citizen Senator" and has tremendous populist appeal, both because of his acting background and because his legislative priorities reflect such sensibility: term limits, campaign-finance and juvenile-court reforms, and biannual budgets for Congress. With this style, Thompson is one Senate incumbent who can run as an outsider.

James Quillen's retirement this year robbed the First of a wealth of congressional experience, and Jenkins is counting on precisely that factor to place him in the empty seat. The only Republican Speaker of the Tennessee House this century, Jenkins has been a state Representative, the state Commissioner of Conservation, a member of the Tennessee Valley Authority board of directors and a circuit-court judge--an impressive political track record.

She is equally tough on crime, and advocates offering only educational entertainment in prison to prepare convicts to return to society.

Duncan has new clout as chair of the Transportation and Infrastructure Subcommittee on Aviation. But his favorite activity is budget cutting: he supported bills to slash $65 million from a planned FDA complex and end tax-funded foreign travel by outgoing members of Congress. He can, however, obtain money for his district and was among those who requested $500,000 to repair a flood-damaged road in Great Smoky Mountains National Park.

Smith is up against a political dynasty--Jimmy Duncan Jr. and his father have served the district for more than 30 years combined. But he is used to monolithic opponents, having successfully fought to get the Department of Energy to clean up nuclear waste at its Oak Ridge facility. Smith wants more environmental protection and believes there should be better links between federal agencies and universities. But to end the Duncan dynasty, he must convince voters that saving the environment is in their best interest.

Jolly just missed a chance to take on Zach Wamp in 1994, losing the Democratic primary by only 800 votes. Now he hopes to convince voters that Wamp, like Republican leaders, misread the mandate of 1994; he has been attacking his opponent's support of Republican budget cuts and his vote against the minimum-wage increase. If Jolly can persuade moderates that Wamp is too far right for them, he could make this a tight race.

Wamp is not running from Newt Gingrich in this campaign, but is trying to shed a zealous image to protect his narrow 1994 victory. Tennessee's Third District ranks fifth in the country in federal funding, and Wamp has juggled protection of that money with balancing the budget, a goal he says is worth losing his seat over. But the Department of Energy--a department on the G.O.P. hit list--spends $2 billion a year in the district.

Though many Republican freshmen are vulnerable, Hilleary appears not to be one of them. No ideologue, he supports the Contract with America but voted for the minimum-wage hike, spurred by the district's many low-wage textile jobs. His bill on term limits, the first constitutional-amendment proposal by a freshman to make it to the House floor since 1897, illustrates his commitment to the G.O.P. ideal.

Stewart uses opponent Van Hilleary's membership in the G.O.P. class of 1994 against him, but also criticizes him for what is usually a bread-and-butter Republican issue: crime. Stewart, a former prosecutor, advocates more police, longer sentences for violent criminals, and the death penalty. He also supports tax cuts for small businesses and a constitutional amendment on term limits. Hilleary is running on the Republicans' record, and Stewart will gladly hold him to it; if the G.O.P. freshmen take a fall this year, Hilleary might be among them.

Clement is a conservative--he backed acts to streamline the Federal Railroad Administration and the FAA and cut the capital-gains tax--but he also supported Democratic budget-balancing measures and Clinton's veto of a $16.4 billion spending cut. He is one of the strongest Democrats in the state.

After losing to Bart Gordon by a scant 2,174 votes in 1994, Gill takes another swing this fall. The two share some key stands--both are pro-life and support capital-gains tax cuts--but Gill argues he would be a more effective reformer. The only Tennesseean ever selected as a White House fellow, Gill served President Bush as director of intergovernmental affairs, helping to develop international-trade policy, which he teaches at Belmont University in Nashville.

A loyal partisan, freshman Ed Bryant lives up to his reputation as a strict conservative: he sponsored a bill that would have forced emergency-room doctors to turn in adult illegal immigrants who get compensation from the public purse. By his own admission, however, most of his time and his Judiciary Committee seat have been devoted to clearing the way for the Houston Oilers' proposed move to Nashville.

Nine years without a tax increase. A balanced budget every year. A 60% increase in the police force. It's a record any G.O.P. mayor might be proud of, but it belongs to Clarksville's "middle-of-the-road" Democrat, Don Trotter. And though Entrepreneur magazine rated Clarksville one of America's two best cities for small business, Trotter has a fight trying to unseat popular G.O.P. incumbent Ed Bryant.

Tanner is a conservative blue-dog Democrat and founder of the Coalition, a group of 22 conservative House Democrats dedicated to fiscal and social reform. In 1995 they put forth their own welfare plan, which helped lay the groundwork for this year's bill. He joins G.O.P. conservatives in voting against gun control and federal funding of abortion, and was an early supporter of the line-item veto and a balanced-budget amendment. His opponent will have a hard time being more Republican than Tanner sometimes seems to be.

Running to unseat four-term incumbent John Tanner, Watson is a busy man. This firefighter, the fourth of 12 sons from a rural Shelby County family, thinks Tanner is "rich and a nice fellow," but not a good representative for the Eighth. He especially disagrees with Tanner's lack of support for constitutional amendments limiting congressional terms and banning desecration of the U.S. flag.

DeBerry lost to Harold Ford Sr. in 1994 and gets a rematch of sorts, running against Ford's son. The conservative DeBerry advocates term limits, a "zero-tolerance stance" on violent crime and a $500-per-child tax credit. This is good conservatism for the Ninth, but in a district where per-capita income is only $11,296, bootstraps capitalism may be a hard sell.

"Junior" is bidding to take the seat left open by his father, who is retiring this year. But he wants to pick up with a difference in image: Ford Sr. was indicted in 1987 on charges of bank, mail and tax fraud, though he was later acquitted.
